Dr. Li Tuoyu is an assistant researcher and postdoctoral fellow in Institute of China's Science,Technology & Education Policy Strategy, Zhejiang University, China. He has received a PhD degree in Management from the Zhejiang University, China. He is also the visiting scholar of CCST in TU Berlin. His research interests are about knowledge creation mechanism in university-industry collaboration, cluster innovation, innovation policy for emerging industries, and quality system of engineering education.

Research Interests
I am interested in Engineering Education & Technological Management, including the specificity of engineering talent cultivation in the context of AI, the function & operational mechanism of University Alliance in the context of “One Belt One Road”. In my PhD study, I was trained by Prof. Jiang Wei (Dean, School of Management, Zhejiang University), and I am familiar with the conventional techniques of management, such as SPSS, STATA et al.
In my postdoctoral proposal, especially in German, I will devote myself to the following four aspects:
1. External Environment Scanning: Try to explore the nature of Industry 4.0/Smart Era. The human society has stepped into the smart era. This study will conduct characteristic description, situation construction and demand prediction of development tendency for “the steam era, the electric era, the information era and the smart era” from the perspective of evolution, and then try to explore the nature of industry 4.0/Smart Era.
2. International Case Study: Try to explore the tendency of engineering education paradigm reform under the background of Industry 4.0/Smart Era. Intelligence is the new engine of the economic development, while education becomes the greatest dividend in the talent dividend. This study will explore the mechanism and path of engineering innovation talent cultivation in the smart era based on the advanced philosophy and the best practice of engineering education reform of German, and then try to explore the tendency of engineering education paradigm reform.
3. Mechanism & Path Exploration: Try to explore the ability dimension and cultivation standard of Chinese engineering innovation talent cultivation in the smart era. Relying on the research resources of different universities of two countries, I will try my best to deepen the possible joint research in various fields. Based on this this study will also try to explore and predict the engineering innovation talent ability dimension and cultivation standards under the background of Industry 4.0/Smart Era. And try to construct the Chinese engineering innovation talent cultivation system framework under the background of the smart era, and redesigns the engineering education paradigm under the background of the smart era.
