State of migration: Migration management and the formation of the imperial institutions in late Warring States and early imperial China

Management of migration and control over mobile populations are among the key activities of every state. In premodern world, they often instructed the development of key political-economic institutions of extraction and redistribution. The formation of territorial states during the Warring States period (fifth through third centuries BCE) and the emergence of centralized empire took place against the background of increasing human mobility. Mobile populations such as agricultural settlers, military colonists, traders, and itinerant government agents were simultaneously subjects and objects of administrative and fiscal innovations. This paper examines the practices of state control over mobile population in late Warring States and early imperial China and their impact on the formation of empire's economic and sociopolitical institutions.

Maxim Korolkov studierte Geschichte mit Schwerpunkten Geschichte des Altertums und Geschichte Chinas an der Moskauer Staatsuniversität (B.A. 2007) und an der Peking-Universität (M.A. 2011). Er promovierte am Institut für Orientalistik der Russischen Akademie der Wissenschaften (2011). Nach einem Forschungsaufenthalt an der Columbia University in New York arbeitet er seit 2017 als Wissenschaftlicher Assistent am Institut für Sinologie an der Ruprecht-Karls-Universität Heidelberg. Er ist Autor von zahlreichen Aufsätzen über das Recht, die Administration und das Fiskalsystem des späten vorkaiserlichen und des frühen kaiserlichen China. Zu seinen wichtigsten Publikationen zählt die annotierte Übersetzung Zouyanshu („Collected Cases Submitted for Adjudication”): The Paleographic Documents from Early China.
